Last year, an Israeli raid on a protest flotilla killed nine pro-Palestinian Turkish activists. The raid occurred in international waters. A U.N. report stated that the Israeli raid was "excessive and unreasonable," but that the flotilla organizers also contributed to the deaths. Israel has accepted the U.N. report, but Turkey has rejected it. Turkey's prime minister demanded an apology from Israel. While Israel expressed regret over the incident, there was no apology.

As a result, Turkey will increase sanctions against Israel. Turkey has already cut military ties with Israel, ordered top diplomats to leave the country and promised to support Palestinians in their efforts to gain recognition as a state. The prime minister was not specific about the further sanctions, but he did say that Turkey's navy would secure "freedom of navigation" in the Mediterranean.
